<p><span style="font-weight: 400;">As a Waste Resource Management Driver, you will be responsible for operating the appropriate vehicle safely and efficiently while supporting waste collection and resource management services.</span></p>

<p><span style="font-weight: 400;">We are currently recruiting on behalf of a public sector organisation for a Logistics Support Technician to join their team based in Bangor.</span></p>
<p><span style="font-weight: 400;">This is a varied operational logistics role supporting fleet, supplies and service delivery activities across Northern Ireland. The successful candidate will be responsible for the safe transportation and delivery of equipment, supplies and personnel, vehicle and equipment checks, stock and asset management, maintenance and decontamination duties, and supporting operational incidents when required.</span></p>
<p><span style="font-weight: 400;">Key Duties and Responsibilities:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Drive a range of specialist service vehicles, including LGVs, vans, cars and fire appliances across Northern Ireland and the Republic of Ireland.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Safely transport and deliver equipment, materials, supplies and personnel to operational locations, training exercises and incidents.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Load and unload vehicles and goods using forklift trucks and other mechanical handling equipment.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Carry out vehicle inspections, refuelling and routine checks, reporting any defects.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Support the issue, receipt, transfer and inventory management of operational appliances and equipment.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Test, inspect, calibrate and maintain a range of operational equipment and ensure accurate records are maintained.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Support the testing, cleaning, repair and decontamination of firefighting equipment and PPE.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Assist with stocktaking, inventory checks and the secure transportation of sensitive items.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Support the deployment and resupply of welfare facilities at operational incidents.</span></li>

<p><span style="font-weight: 400;">Essential Criteria:</span></p>
<p><span style="font-weight: 400;">Applicants must be able to demonstrate:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">A minimum of 3 years&#8217; experience working in a service delivery environment which included driving Large Goods Vehicles (LGV).</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">A full, current HGV/LGV Category C UK driving licence.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">A full, current B+E UK driving licence.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Working knowledge of Microsoft Office applications and Management Information Systems.</span></li>

<p><u><strong>Work Pattern:</strong></u><br />
The duties of this post require attendance at Parliament Buildings on each working day. The standard working week is 37 hours (excluding meal breaks) across 5 days, Monday to Saturday. The hours of work each day will be scheduled between 8.00am and 6.00pm. Working hours will be dictated by the mode of operation of the Northern Ireland Assembly (the Assembly) and will involve work into late evenings and on occasion, public holidays. You will also be required to work such additional hours as may from time to time be reasonable and necessary for the efficient performance of your duties. The Assembly Commission will provide at least 10 working days’ notice of your work pattern for each week. As far as reasonably possible, you will be provided with 3 working days’ notice of required overtime.</p>

<p><strong>Key Duties</strong></p>
<p><strong>Quantity Surveyor</strong><br />
1. To prepare or assist in the development of specifications, drawings, bills of quantities and schedule of rates to enable the invitation of tenders and quotations. Work in conjunction with the NIHE’s procurement team for the delivery of pilot schemes and to ensure that suitable contracts are in place for the delivery of the Region’s Programme. Additionally, suitable knowledge of appropriate quantity surveying software packages is required.<br />
2. To provide support on the correct interpretation of contract terms and conditions, ensuring that NIHE&#8217;s commercial risk is effectively managed, payments made reflect NIHE&#8217;s obligations under the contract, advising on contract strategies required to reduce risk and improve performance.<br />
3. To ensure the affordable delivery of the investment programme, the effective management and monitoring of budgets in respect of your function including undertaking regular benchmark reviews, forecasting, cash-flow projections<br />
and monitoring.<br />
4. To receive tenders and quotations, evaluate prices, check documents and prepare agreements and contracts. Effectively administer NIHE&#8217;s contracts to ensure that they deliver maximum value for money ensuring risk to NIHE<br />
is minimised, and a collaborative approach to delivery is established with NIHE&#8217;s Contractors.<br />
5. To assist with the regular dialogue between contractors and consultants to ensure effective progress of work. Raise appropriate certificates and instructions for issue to contractor/consultant.<br />
6. To authorise works instructions within designated approval levels ensuring correct cost centre allocation, priority and appropriateness of works description, including the approval of variations in time and cost where<br />
necessary. Authorise invoices for payment.<br />
7. To ensure all paperwork in relation to schemes is processed in a timely and effective manner ensuring information entered on the relevant IT system is accurate to enable effective performance monitoring.<br />
8. To provide technical advice to management and other members of the NIHE’s staff.<br />
9. To provide support in the development and implementation of risk mitigation for non-compliance issues and ensure these are actioned / mitigated / escalated in a timely manner to the Project Manager or Senior Project Manager. Inclusive of maintaining a risk register where required.<br />
10. To effectively contribute towards stock and option appraisal of stock in your region including any regeneration initiatives.<br />
11. To ensure the effective commercial management of NIHE’s investment and landlord compliance contracts, setting and delivering performance standards, the pro-active monitoring of progress, the effective resolution of issues, and<br />
the delivery of value for NIHE’s customers.<br />
12. To contribute to the effective delivery of a Quality Service through the formulation, review and proper implementation of policies and procedures.<br />
13. To comply with the requirements of the Data Protection, Equal Opportunities and Equality Legislation.<br />
14. To participate on forums / working groups / committees / tenants consultation as required.<br />
15. To engage in benchmarking in and outside the sector to ensure NIHE are following best practice in asset management.<br />
16. To be aware and act in accordance with the NIHE’s Health &amp; Safety policy and to conduct all activities in a manner which is safe to yourself and others.<br />
17. To undertake other occasional duties which are consistent with the responsibilities of the post.<br />
18. To be responsible for establishing a pro-active approach to the management of health, safety and welfare and encouraging a positive team culture for addressing health and safety issues.<br />
19. To provide accurate, up to date and concise information for internal and external audits as and when required.<br />
20. To undertake and complete such training as required to perform the duties of the job. Ensure by working collaboratively across the NIHE a programme of training is delivered, to ensure that staff has the required capacity and<br />
capability to deliver its obligations.<br />
21. To supervise, manage and participate in the recruitment, selection and induction of staff where appropriate.<br />
22. To ensure compliance with all human resource related policies and procedures.<br />
23. To contribute to the composition of the Corporate Strategy and work to achieve the NIHE’s strategic objectives in accordance with the Corporate<br />
24. To interpret and implement changes in legislation relating to the Units’ areas of operation and updating policies and procedures.<br />
25. To promote and represent the NIHE and its interests with relevant outside bodies including attendance at meetings, seminars and conferences to seek to extend links with all appropriate bodies</p>

<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Provide technical advice on fire safety matters, including statutory obligations, Building Regulations and relevant national and European technical standards.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Monitor contractor performance, participate in contract performance meetings and escalate issues of non-compliance or poor performance where required.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Consult with stakeholders including local authority representatives, tenants, staff, community representatives and other relevant parties on fire safety matters.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Use professional judgement and experience to make recommendations to management where significant fire safety risks are identified or immediate action is required.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Contribute to the design, development and delivery of internal and external Fire Safety training.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Assist with the preparation of reports for Health and Safety Committees and other relevant assurance committees.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Maintain up-to-date knowledge of fire safety legislation, industry best practice and technical developments through continuous professional development.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Issue works Task Orders through the relevant IT system, including cost centre allocation, priority and work descriptions.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Approve relevant variations and authorise invoices for payment within delegated levels of authority.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Monitor and manage complaints, resolving issues and identifying any emerging trends.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Act as a focal point for general Fire Safety enquiries as directed by the Fire Safety Manager.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Carry out any other relevant duties required to meet team or departmental objectives.</span></li>

<h3><b>Essential Criteria</b></h3>
<p><span style="font-weight: 400;">Applicants must have:</span></p>

<li style="font-weight: 400;" aria-level="1"><b>1–5 years&#8217; relevant experience</b><span style="font-weight: 400;">.</span></li>
<li style="font-weight: 400;" aria-level="1"><b>NEBOSH Fire Safety and Risk Management</b><span style="font-weight: 400;"> qualification.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Colin Todd Fire Risk Assessment competency training.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Intermediate IT proficiency.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Experience or knowledge appropriate to undertaking </span><b>Fire Risk Assessments</b><span style="font-weight: 400;"> and identifying appropriate fire risk reduction measures.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The ability to manage and prioritise fire safety actions and work to agreed timescales.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Strong communication and stakeholder management skills.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The ability to provide technical advice and make recommendations based on professional judgement and experience.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The ability to work effectively as part of a team and collaboratively with internal and external stakeholders.</span></li>
