<p>Apple Recruitment Services are currently seeking a <strong>HR Advisor &#8211; Resourcing </strong>to join the Human Resources team of a large public sector organisation based in <strong>Belfast.</strong></p>
<p>This role would suit an experienced HR professional with a strong background in recruitment and selection, HR policy and employee resourcing who is confident in providing advice and guidance to managers and working across multiple recruitment exercises.</p>
<p><strong>The Role</strong></p>
<p>The successful candidate will support the effective delivery of employee resourcing activity, ensuring recruitment processes are managed efficiently and in accordance with relevant policies, procedures, legislation and HR best practice.</p>
<p><strong>Key responsibilities will include:</strong></p>
<ul>
<li>Supporting the Senior HR Advisor in delivering a professional, proactive and customer-focused resourcing service.</li>
<li>Ensuring employee resourcing activity is delivered in line with relevant resourcing policies, legislation and HR best practice.</li>
<li>Supporting the implementation of workforce planning and associated resourcing activity.</li>
<li>Providing advice, guidance and support to managers and panel members on recruitment and selection matters.</li>
<li>Reviewing and updating resourcing processes and procedures as required.</li>
<li>Working with recruiting managers and HR Business Partners to develop and maintain recruitment documentation, including job descriptions, person specifications, selection plans and candidate packs.</li>
<li>Working closely with Organisation Development colleagues in relation to assessment and testing requirements.</li>
<li>Preparing and coordinating recruitment advertisements and ensuring these are issued in a timely manner.</li>
<li>Maintaining effective communication with candidates and recruitment panels throughout the recruitment and selection process.</li>
<li>Ensuring pre-employment checks, including references, medicals and Access NI checks, are completed appropriately and within required timescales.</li>
<li>Supporting responses to candidate complaints, feedback requests and other recruitment-related correspondence.</li>
<li>Supporting the timely issue of contracts of employment.</li>
<li>Ensuring employee resourcing records are accurately maintained in accordance with legislative and organisational requirements.</li>
<li>Keeping up to date with developments in recruitment best practice and employment legislation.</li>
<li>Working collaboratively with HR colleagues and other key stakeholders to ensure an integrated approach to service delivery.</li>
<li>Monitoring resourcing performance and supporting the achievement of relevant key performance indicators.</li>
<li>Providing training and guidance to managers on recruitment and selection procedures and techniques where required.</li>
<li>Preparing accurate reports and management information relating to employee resourcing activity.</li>
<li>Providing support to the wider Employee Services function as required.</li>
</ul>
<p><strong>Essential Criteria</strong></p>
<p>Applicants must provide evidence that they meet the following essential criteria:</p>
<p>1. Degree level qualification (Level 6*) in Human Resource Management</p>
<p>AND</p>
<p>Minimum of 1 years’ experience working in a Human Resources function to include employee resourcing.</p>
<p>OR</p>
<p>Level 5* qualification in Human Resources</p>
<p>AND</p>
<p>Minimum of 2 years’ experience working in a Human Resources function to include employee resourcing.</p>
<p>*Refer to Qualifications Framework</p>
<p>2. Current professional membership of the Chartered Institute of Personnel and Development at Associate Member (Assoc CIPD) or above</p>
<p>OR</p>
<p>Can demonstrate ability to obtain this within 1 year of the closing date.</p>
<p>3. Can demonstrate relevant HR experience in at least 3 of the 4 areas below:</p>
<p>a. providing professional HR advice to managers on employee resourcing matters</p>
<p>b. providing end to end recruitment and selection services</p>
<p>c. effectively implementing resourcing policies and procedures</p>
<p>d. providing HR statistics and/or reports for managers.</p>
<p>4. Sound understanding of current employment legislation relating to employee resourcing.</p>
<p>5. Can demonstrate:</p>
<ul>

<p><u><strong>Job Description:</strong></u></p>

The Human Resources Supervisor (Learning and Development) will support the delivery of an effective Organisational Development and Learning service across the Assembly Commission. The postholder will coordinate learning and development activities, administer learning systems and processes, support the delivery of corporate learning programmes and contribute to the development of a culture of continuous learning and professional development.</p>
<ul>
<li>As a Human Resources Supervisor (Learning and Development), your duties will be to:</li>
<li>Support the planning, organisation and co-ordination of learning and development programmes, workshops, webinars and other learning interventions.</li>
<li>Act as the first point of contact for learning and development enquiries from staff, managers and external providers.</li>
<li>Administer the Learning Management System (LMS), including maintaining learner records, managing user access, uploading content, creating learning pathways and supporting system users.</li>
<li>Monitor learning participation, completion rates and compliance requirements and prepare accurate management information and reports.</li>
<li>Co-ordinate learning events including scheduling, venue arrangements, communications, registration and evaluation activities.</li>
<li>Support the development and maintenance of learning resources, e-learning content and digital learning materials.</li>
<li>Process learning and development applications, bookings, invoices and procurement documentation in line with Assembly Commission procedures.</li>
<li>Assist in the evaluation of learning interventions through the collection and analysis of feedback and other relevant data.</li>
<li>Support the delivery of leadership, management, wellbeing and organisational development initiatives across the Assembly Commission.</li>
<li>Liaise with internal and external stakeholders regarding the development and delivery of learning activities and programmes.</li>
<li>Assist with the implementation and continuous improvement of learning and development policies, procedures and systems.</li>
<li>Maintain accurate learning and development records and management information in accordance with data protection requirements.</li>
<li>Research learning trends, good practice and innovative approaches to support the continuous enhancement of the Assembly Commission&#8217;s learning provision.</li>
<li>Support corporate initiatives that promote employee engagement, wellbeing, organisational culture and continuous improvement.</li>
<li>Provide operational advice to staff on learning systems and digital learning platforms.</li>
<li>Comply with the Assembly Commission&#8217;s Equal Opportunities and Dignity at Work policies and procedures.</li>
<li>You may also be required to carry out other duties that the Assembly Commission reasonably requires of you.</li>

<p>This is an excellent opportunity for an experienced HR professional to join a busy Human Resources team, providing high-quality advice and support across a wide range of HR functions including recruitment, employee relations, attendance management and HR administration.</p>
<p>Key Responsibilities</p>

<p>Essential Criteria Applicants must have:</p>

<li>CIPD Level 3 qualification, or be willing to work towards achieving it.

<li>Applicants without the qualification will be considered if they can demonstrate a minimum of 4 years&#8217; relevant HR experience.</li>
</ul>
<p>At least 2 years&#8217; HR experience (or 4 years where CIPD Level 3 is not held) in:</p>
