Compliance and Project Officer- Permanent- Belfast

On behalf of our client, a Northern Ireland organisation with important links to the community, we are seeking an individual from an HR Generalist background to join their Belfast based team on a permanent contract.

As the Compliance and Project Officer, the post holder will provide broad Health, Safety and Wellbeing advice and guidance to the organisation by acting as an internal consultant to own the relationship between the Resources Directorate and other departments.

The post-holder will have primary responsibility for the Resources team’s core areas of work as well as a focus on Compliance ie H&S, ISO, Audits and Resources Projects. They will also hold a cross functional role within the Resourcing Directorate.

About the role:

  1. To ensure, as appropriate to the level of the post, that the organisation operates an effective and transparent system of decision-making which includes a robust challenge function at all levels.
  2. To contribute fully, as consistent with the scope of this role, to the full range of the Business Unit’s work in relation to business improvement models including ISO, IiP and Customer Excellence, taking ownership, where applicable, for formal documentation, policies, practices, procedures, records, reports and statistical information. The post holder will be required to identify measures and targets to develop meaningful approaches to benchmarking consistent with a culture of continuous improvement.
  3. To be responsible for maintaining records in accordance with the ISO Overview Procedure and to become familiar with records management practices and the implication of the Freedom of Information (FoI) and Data Protection (DP) Acts.
  4. To contribute to the effective discharge of the Section 75 duties in line with the Equality Scheme.
  5. Support the transformation agenda in the Resource function to deliver a partnership approach with Business Managers by contributing to the delivery of key targets as defined in the overall People and Estates Strategy.
  6. Drive consistency of approach across the organisation in relation to Health and Safety by the promotion of a positive health and safety culture across the organisation, identifying trends, reporting, and liaising with colleagues on interventions to minimise risk.
  7. Contribute to the development of new and revised policies in association with the staff handbook, ensuring compliance with best practice and current legislation including ISO 45001.
  8. Be the Resources team lead on the ISO and MRM matters, co-ordinating responses and developing action plans and preparing reports for audits and Committees.
  9. Support the Facilities Manager in the development and delivery of Infrastructure Management.
  10. Conduct internal and external audits and monitoring to plan, ensuring that recommendations for improvement are implemented.
  11. Undertake investigations in relation to grievances and disciplinary as required.
  12. At times of peak demand, support recruitment and selection processes to ensure effective recruitment within legislation requirements.
  13. Support the Head of Resources in the development and implementation of new initiatives and be the lead on the deliver of modernisations projects across the Resources function.
  14. Support the Health & Safety and Environmental People Partner with the promotion of a positive Health & Safety and an environmentally friendly culture across the organisation.
  15. The post is line management role. The post-holder will have responsibility for one member of staff and therefor manage and develop that staff member.
  16. The post-holder will support and be accountable to the Facilities Manager for aspects of budgetary control in relation to FM and Health and Safety.
  17. Occasional travel to one other site within the County Antrim area will be required.

Experience & Skills required:

  • Two years’ experience of working in a generalist HR environment.
  • Experience of participating and driving Organisational Compliance e.g. Health and Safety, ISO activities; to ensure adherence to standards.
  • Experience of providing professional support and guidance to others to prevent or resolve issues.
  • Experience of auditing procedures and/or policies to include reports and action plans.
  • Experience of contributing to improving practices and/or procedures; by supporting the delivery of a modernisation project or supporting an improvement to business processes.
  • Hold or working towards CIPD Level 5 AND/OR hold or working towards NEBOSH qualification.
  • Access to a form of transport which will allow the post holder to fulfil the duties of the post.

The package:

36¼ hours per week.

The company offer a flexible work pattern. You will work 7 hours 20 minutes per day and can start as early as 8am and finish as late as 6pm. Core hours are 10am- 12pm and 2pm to 4pm.

After training, hybrid working will be offered with 3 days in the office and 2 days at home each week. However, there may be times where they will be required to be in the office full-time due to business needs.

The salary for this post will be on the NJC scale points 19 – 25, currently £29,777 – £33,945 per annum.

The post holder is entitled to 24 days annual leave. The leave year runs from 1 April to 31 March each year. In addition, you would be entitled to statutory days with pay as follows: New Year’s Day, St Patrick’s Day, Easter Monday, Easter Tuesday, May Day, Spring Bank Holiday, July 12 and 13, Summer Bank Holiday, Christmas Day, Boxing Day plus one extra-statutory holiday to be determined by after consultation with the employees.

There are two pension schemes in affect for this employer: the Local Government Pension Scheme for NI (NILGOSC) or, if you are joining from a teaching background, DENI Teachers Pension Scheme.
