Apple Recruitment are recruiting for a Facilities Management Project Manager on behalf of the NI Assembly.
This role is temporary for 6 months with possibility of extension. The hourly rate is based on £44,039 pa.
Job Purpose:
The post holder will be responsible for the effective delivery of facilities and building-related projects across the Assembly’s accommodation, with a particular focus on financial management, budgetary control and value for money.
The role will support the planning, delivery and oversight of both planned and reactive projects, ensuring they are delivered on time, within budget and to the required quality and compliance standards. The post holder will provide financial analysis, forecasts and advice in support of decision making and will contribute to the development of business cases and investment proposals.
The post holder will manage projects from initiation through to completion, working closely with internal stakeholders, contractors and finance colleagues to ensure effective cost control and governance arrangements are maintained. The post holder will report to the Head of Facilities Management.
Please note, the duties of this post require attendance at Parliament Buildings on each working day. Your working hours will be dictated by Assembly business. This will involve work into late evenings and on occasions, at weekends and on public holidays.
The main duties and responsibilities are:
- Delivering high quality facilities and project management services to a wide range of internal and external stakeholders by developing a strong customer focused approach within your team.
- Assisting with the development, management and monitoring of the policies and procedures of the Business area.
- Managing the delivery of multiple facilities related projects simultaneously, ensuring adherence to agreed scope, programme, budget and quality requirements.
- Undertaking financial planning, profiling and forecasting for projects ensuring robust cost control and accurate financial reporting.
- Providing timely and accurate financial and performance information, analysis and recommendations to support decision-making.
- Assisting in the preparation, management and monitoring of budgets, ensuring expenditure is controlled and aligned with approved business plans.
- Supporting the development of business cases, project briefs and specifications, including financial appraisals, options analysis, and whole life cost assessments.
- Supporting procurement exercises, including assisting in the development of procurement documentation and participating in evaluation panels.
- Managing projects through relevant systems, ensuring works are prioritised, tracked, and completed efficiently.
- Assisting with the management of contracts to ensure full compliance with contractual terms, relevant legislation and financial controls, delivering value for money and addressing performance issues promptly.
- Checking and approving purchase orders and invoices in line with organisational policy and the post holder’s approval limits.
- Developing and maintaining effective working relationships with Members, colleagues, contractors, external stakeholders, and service users.
- Attending, participating in and managing meetings, ensuring accurate records are maintained and actions are progressed.
- Leading, managing and developing individual staff members or a small team, setting clear objectives and monitoring performance to ensure the delivery of team objectives.
- Supporting more senior staff in the effective management of the Business area.
- Quality assuring work to ensure compliance with legislation, policies, procedures, and financial controls.
- Participating and contributing to corporate and Directorate wide projects and improvement initiatives.
- Effectively using Microsoft Office and relevant systems to carry out work including the production of reports, financial information, and management data.
- Managing information and records in accordance with statutory requirements and organisational policies, including responses to information requests.
- Complying with all Assembly Commission staff policies and procedures, including Equal
- Opportunities and Dignity at Work.
- Carrying out other duties that the Assembly Commission reasonably requires.

Applicants must, by the closing date for applications, have:
- At least a primary degree, minimum 2.2 classification, in any subject.
Applications will be considered from applicants with formal qualifications of an equivalent or higher standard to those stated.
AND
At least 3 years’ experience of:
(a) Managing projects or work programmes, ensuring delivery to agreed timescales, budgets and quality standards.
(b) Managing and monitoring budgets, including analysing financial information and providing accurate reports and forecasts.
(c) Analysing information from a range of sources to produce highquality written reports, business cases, or briefing materials to support and inform effective decision making.
(d) Planning and organising a diverse workload, delivering high quality work to tight deadlines in line with organisational policies and procedures.
(e) Developing and maintaining effective working relationships with a wide range of stakeholders, including managers, colleagues, contractors, and external partners to ensure a high quality service and achieve tight deadlines.
OR
- At least 5 years’ experience in each of the areas (a) – (e) detailed above.
