Job Description

Job Title: Organisational Development & Learning Advisor

Location: Based between Boucher Crescent and Cookstown

Salary: SO2 Lot 4 SP26, £17.41 per hour

Hours: Full-time

Duration: 6 months with possible extension

 

Summary of Responsibilities:

  1. Support the Organisational Development and Learning Manager with the design and delivery of a wide range of Learning and Organisational Development interventions to support NIFRS organisational need.
  2. Take a lead role in the design, delivery, management and coordination of learning and development interventions, e.g., leadership programmes, masterclasses, external qualifications, conferences, and personal skills courses.
  3. To ensure a partnering approach by collaborating and networking with other colleagues, stakeholders (internal/external) to promote partnership working, share learning and progress Organisational Development & Learning projects and initiatives.
  4. Take a lead role in the design, delivery and management of Organisational Development and Learning initiatives in line with organisational need, e.g., team development initiatives, coaching and change programmes.
  5. Support the design and delivery of externally accredited qualifications in line with best practice set out by awarding organisations. This will include quality assurance of systems and assessment/internal verification processes. Carry out the role of assessor/internal verifier in the delivery of external qualifications/programmes.
  6. Conduct employee engagement/experience surveys, develop and implement action plans and host engagement forums in support of all employee engagement initiatives and recognition events.
  7. Support the development and effective implementation of NIFRS’s Performance Management Process, to help embed our ethics, values, and behaviours to support a culture of performance and improvement.
  8. Support the design and implementation of a Succession Planning Framework to help retain and develop talent in the workforce and identify leaders of the future.
  9. Take a lead role in the development and implementation of Learning & Development plans for Directorates, carry out Learning Needs Analysis and collaborate with external training providers to ensure the delivery of high-quality programmes.

10.Promote a learning culture by providing professional advice and guidance to managers on learning and organisational development opportunities, programmes, initiatives and projects. Support managers to increase capability in managing, leading, engaging and motivating teams.

11.Provide professional advice and guidance to key customers and stakeholders on the Professional Competence Framework which reflects statutory & sector guidance and good practice.

12.Scan for opportunities to maximise potential benefits of the Learning Management System (LMS) including the development of eLearning content and supporting material.

 

Qualifications/\Experience:

  • Hold a level 5 qualification* or above; and
  • Have current membership of the Chartered Institute of Personnel and Development (CIPD); and
  • Have at least two years’ experience of working in Organisational Development/ Learning & Development context within a large, multi-site, multi-disciplinary organisation.

OR

  • Hold or are working towards current membership of the Chartered Institute of Personnel and Development (CIPD); and
  • Have at least four years’ experience of working in Organisational Development/ Learning & Development context within a large, multi-site, multi-disciplinary organisation.
  • Have experience in the design and delivery of Learning & Development interventions, e.g., leadership programmes, conferences, or corporate training courses/events.
  • Have experience in conducting Learning Needs Analysis and in the evaluation of training.
  • Can demonstrate:
  1. a) excellent planning, organisation, and prioritising skills.
  2. b) excellent presentation and facilitation skills.
  3. c) excellent communication skills (both oral and written) and the ability to advise and influence senior management effectively.
  4. d) a strong customer orientation.
  5. e) excellent IT skills and be able to demonstrate experience in the use of MS Office Suite applications.
