Salary: £15.31 per hour
Location: Mossley Mill, Antrim & Newtownabbey. May be required to work at any Council location.
Hours: 37 hours per week

Job Description:
The post holder will be responsible for supporting the delivery of a wide range of economic development programmes which contribute to the development of the local economy and our towns and villages, in line with the Council’s Corporate and Economic Development objectives, regional strategies and sub-regional approaches.
This role is to support the Economic Development Section’s Regeneration Officers and Regeneration Project Officers.
This role will involve supporting the delivery of a range of grant based programmes to support regeneration, place shaping and Town Centre development.
The post holder will assist the Regeneration Team with the implementation of the Council’s Masterplan for our town centre and economic nodes.
As part of the business engagement responsibility the role will support the delivery of business engagement meetings and events across the Borough.
Responsibilities:
- To support the Regeneration Team in the delivery of a range of economic development and town centre engagement programmes.
- To assist in the preparation, administration, vouching and monitoring of a range of economic development projects.
- To engage with a range of regeneration stakeholders including town centre businesses. This may require undertaking client site visits to meet business needs and to support the requirements of Council support programmes.
- Contribute to the maintenance of a robust and complete business database to support the continued outreach activities of the Economic Development and Planning service, ensuring data is collected and presented in line with Council and other funder requirements. This will include monitoring the achievement of target, objectives and performance indicators.
- Assist with the set up and maintenance of electronic and hard copy project files, ensuring adequate and appropriate record keeping for individual projects to prepare financial returns and meet audit requirements including necessary statutory consents and regulatory information for events.
- Support the development and maintenance of the Council’s Online Business and Town Centre Directory ensuring it is suitable for the needs of its users including the general public, businesses, social enterprises and the Council, liaising with the Business Analyst in the Economic Development Team.
- Assist the Regeneration Officers in undertaking quotation/tendering processes for the appointment of appropriate contractors to deliver projects.
- Review and analyse grant applications and supporting documentation submitted to support funding applications to Council. Prepare project summaries and papers for Council Committees.
- Verify project expenditure and vouch claims, ensuring compliance with the terms and conditions of funding and audit requirements. Coordinate site visits when necessary.
- Prepare claims for drawdown of funds from external funders and monitor income and expenditure.
- Photocopying and other reproduction services as required.
- Ordering and purchasing of supplies and services for the Service.
- Recording requests for information and ensuring that appropriate information is provided.
- Dealing with customers in person or by telephone to support the team.
- Assisting with the production, administration and distribution of materials.
- To be available from time to time to carry out duties outside of normal working hours and in addition to basic contracted hours. Such additional hours to be remunerated in line with the Council’s policies at that time.
- To be available to work flexibly in other services during emergencies.
Qualifications/Requirements:
- A minimum of 5 GCSEs to include Maths and English or equivalent (Grades A-C)
- A minimum of 1 year’s administrative/clerical experience
- Experience in the use of MS Office applications including MS Word, Excel and Outlook
- Display enthusiasm and flexibility
- Ability to deal with dissatisfied customers and difficult situations
- Possess team work skills
- Be able to identify and solve problems
- Good analytical, communication and interpretation skills
- High degree of discretion and confidentiality
- Computer literate
- Be willing to work outside normal business hours to support the delivery of Economic Development projects as necessary.
- Full current driving licence or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full.
