Job Description

Job Title: Regeneration Project Officer

Location: Newtownabbey

Hours: 32 Hours a week

Duration: Temporary

Salary:  £18.85 p/h

The post holder will be responsible for supporting the implementation of a wide range of economic development programmes which contribute to the development of the local economy, in line with the Council’s Corporate and Economic Development objectives, regional strategies and sub-regional approaches such as Belfast Region City Deal.

This role is to support the Economic Development Section’s Regeneration Officers. It will involve contributing to the section’s project development process through the delivery, vouching and monitoring of a range of projects that benefit the local economy and local businesses.

The post holder will assist the Regeneration Officers with the implementation of the Council’s Integrated Masterplan. The role will also require a high level of project management and co-ordination, to include planning, delivery and evaluation of key regeneration initiatives.

 

Key Responsibilities

  • To support Regeneration Officers in the delivery of a range of economic development programmes including the initiatives contained within the Borough-wide masterplans Delivery of the programmes will be supported by maintaining relationships with a range of funding partners.
  • To provide economic advice and guidance to a range of regeneration stakeholders including town centre businesses. This will require undertaking client site visits to meet business needs and to meet the requirements of Council support programmes.
  • To assist in the preparation and monitoring of the Regeneration section budgets and the Regeneration section service delivery plan.
  • To assist with the delivery of town centre engagement programme aimed at enhancing the town centre and supporting local traders.
  • Assist the Council to secure and drawdown external funding by undertaking research and collating information and documentation required for funding applications; prepare progress reports and financial returns for relevant funding bodies and government departments which comply with grant conditions and audit requirements.
  • Review and analyse business plans, accounts, financial projections and documentation submitted in support of funding applications to the Council. Undertake business and project assessments and prepare economic appraisals and concise project summaries for Committee and Council consideration.
  • Provide advice and guidance to support delivery agents in complying with the terms and conditions of their Letters of Offer, including appropriate procurement and eligibility requirements and the claim drawdown process.
  • Verify project expenditure and vouch claims ensuring compliance with the terms and conditions of funding and audit requirements. Co-ordinate and, where appropriate, carry out site visits with project promoters or delivery agents as part of this process.
  • Establish and maintain robust monitoring and evaluation processes to monitor the progress of projects in receipt of support from the Council, ensuring data is collected in line with Council and other funder requirements. This will include monitoring the achievement of targets, annual objectives and performance indicators, and producing performance reports on achievement against agreed targets and spend as required.
  • Prepare claims for drawdown of funds from external funders and monitor income and expenditure on all funded programmes.

 

About You

Qualifications

  • A relevant third level qualification on the UK Qualification and Credit Framework at level 4 and above

 

Experience

  • Possess a minimum of 1 years’ recent experience in a wide range of economic development activities in one or more of the following disciplines:

Economic Development

Rural Development

Community Development

Regeneration

  • Experience of managing, monitoring and vouching funding applications and claims.
  • Experience of public procurement

 

Key Skills & Abilities 

  •  Good planning and organising skills.
  • Good administrative & financial skills
  • Good communication skills (written & verbal)
  • Displays a positive attitude including a solution based, flexible and enthusiastic approach.
  • Maintain a high standard of quality and accuracy.

 

Knowledge

  • A good working knowledge of Microsoft Word, Outlook and Excel

 

Other Criteria

  • Full current driving licence and access to a suitable form of transport to enable the duties of the post to be carried out in full, or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full.
  • Available to work after hours, particularly evenings, to facilitate engagements and meetings.
