Job Title: Senior Project Manager (Band 8A)

Location: Belfast

Duration: Temporary. Full time

ASAP – July 2023 (with potential for extension)

Salary: Band 8A (£47,126 – £53,219)

Hours: 37.5 hours 

On behalf of our client we are seeking to recruit a Senior Project Manager who will take lead responsibility for the management, delivery and budget of an exciting and wide range of large, complex key eHealth and Care Projects within the programme. They may be allocated to more than one project at a time.

They will be responsible for engaging with related projects within encompass and other eHealth and Care Programmes as well as a wide range of stakeholders both in HSCNI and non-HSCNI organisations.

Duties include:

  • Successfully deliver complex projects within encompass to time and budget as directed by Senior Programme Manager, Programme Director, the individual project senior responsible owners (SROs) and project boards.
  • Participate fully in BSO quality initiatives. Plan and support effective service transition of project deliverables to Business as Usual service as appropriate.
  • Responsible for determining annual projected programme and project financial spend and overseeing its successful and accurate implementation.
  • Use highly developed leadership and influencing skills with the ability to enthuse, motivate and involve individuals and teams across the HSC, such that they understand and work to achieve encompass objectives.
  • Take responsibility for a team of staff and maintain good relationships and morale amongst those reporting to him/her.
  • Establish and promote a supportive, fair and open culture that encourages and enables all parts of the team to have clearly aligned goals and objectives, to meet the required performance standards and to achieve continuous improvement in the services they deliver.
  • The post holder will promote and support effective team working, fostering a culture of openness and transparency

 

You will need:

  • A university degree or equivalent professional qualification worked for at least 3 years in the last 5 years in a project management role delivering large service improvement, quality improvement, ICT, transformation or similar, relevant projects.

OR

  • A HND or equivalent professional qualification and have worked for at least 5 years in the last 7 years in a project management role delivering large service improvement, quality improvement, ICT or transformation or similar, relevant projects.

OR

  • Have worked for at least 6 years in the last 7 years in a project management role delivering large service improvement, quality improvement, ICT or transformation or similar, relevant projects.

AND

  • Demonstrate a minimum of 2 years’ experience in the last 5 years, of successfully delivering challenging, complex projects.
  • Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. These criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Organisation which will permit them to carry out the duties of the post.

Skills/Abilities

  • Demonstrate evidence of meeting a range of key targets and making significant improvements.
  • A minimum of 2 years in the last 5 years, experience of communicating and working collaboratively with a diverse range of stakeholders at all levels including senior management and senior clinical professionals, both internal and external to the organisation in order to achieve successful outcomes.
  • For a minimum of 2 years in the last 5 years, experience of successfully utilising high level influencing, governance, leadership and organisational skills particularly in an environment where there are significant barriers to acceptance and change.
  • Demonstrate experience of interpersonal skills plus effective communication and presentation skills using various media.
  • Have experience of utilising a Project Management Methodology, e.g. Prince II or similar methodologies.
  • Experience of holding delegated responsibility for the budget management, particularly with regards to service improvement projects or services.

Desirable

  • Have experience and understanding of the Technologies used to deliver large eHealth and Care projects.
  • PRINCE 2 Practitioner qualification.
  • Managing Successful Programmes Practitioner qualification.
