<li>To carry out feasibilities and option appraisals and maintain systems to monitor project costs.</li>
<li>To prepare reports and spreadsheets showing how costs are apportioned.</li>
<li>To assess risks and progress schemes swiftly and systematically to overcome risks.</li>
<li>To prepare and write reports on schemes for Development Panel, Operations Committee and other internal approval panels.</li>
<li>To ensure schemes are developed in accordance with agreed internal procedures, Tenants Services Authority requirements and the Association’s Project Procedures Manual and design brief, and ensure full compliance with the Association’s Standing Orders and financial procedures.</li>
<li>To ensure consultation of all stakeholders including local authority representatives, tenants, staff representing the client, community representatives, etc.</li>
<li>To ensure that all documents are handed over at handover of scheme that defects are handled diligently and all post contract approvals are agreed.</li>

<li>To ensure that programmes are delivered as agreed.</li>
<li>To provide regular progress reports on the performance of schemes to the Senior Project Manager.</li>
<li>To attend regular internal monitoring meetings to report of progress on programme delivery.</li>
<li>To lead liaison with Housing Management for Reinvestment, ensuring good and effective communication.</li>
<li>To develop and maintain good relationships with internal and external clients.</li>
<li>To initiate and maintain good relations with contractors and consultants.</li>
<li>To ensure consultants and contractors have been approved and maintain relevant records.</li>
<li>To carry out reviews and audits of schemes, including providing component data to the Asset Strategy Team.</li>
<li>To ensure planned maintenance performance and quality is maintained to a high level and that all targets and key performance indicators are achieved.</li>
<li>To authorise works instructions within designated approval levels ensuring correct cost centre allocation, priority and appropriateness of works description, including the approval of variations in time and cost where necessary. Authorise invoices for payment.</li>
<li>To ensure all paperwork in relation to Planned Maintenance is processed in a timely and effective manner ensuring information entered on the relevant IT system is accurate to enable effective performance monitoring.</li>
<li>To produce, record and monitor performance reports to ensure Key Performance Indicators are achieved. To collate and report monthly performance monitoring statistics detailing performance, quality and cost data and other information as required by the Senior Project Manager.</li>
<li>To provide technical advice to all members of the NIHE’s staff and tenants.</li>
<li>To monitor and manage complaints resolving issues and highlighting trends where evident.</li>

<p><span style="font-weight: 400;">We are currently recruiting for a Senior Capital Development Officer on behalf of a large public sector organisation based in the Antrim area.</span></p>
<p><span style="font-weight: 400;">The successful candidate will be responsible for the effective management, monitoring and delivery of capital projects from inception through to completion, ensuring compliance with project management procedures, statutory requirements, procurement legislation and Council policies.</span></p>

<h2><b>About the Role</b></h2>
<p><span style="font-weight: 400;">We are currently recruiting for an </span><b>Estate Services Officer</b><span style="font-weight: 400;"> on behalf of a large public sector organisation based in the Antrim area.</span></p>
<p><span style="font-weight: 400;">This is an excellent opportunity for an experienced estates, facilities, building services, or construction professional to play a key role in supporting the delivery of safe, modern, and efficient property assets across a diverse estate portfolio.</span></p>
<p><span style="font-weight: 400;">The successful candidate will assist in the management of maintenance programmes, contractors, building services, compliance activities, and operational staff while helping to ensure high standards of service delivery across multiple sites.</span></p>
<h2><b>Key Responsibilities</b></h2>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Support the delivery of estates and facilities services across a range of council properties</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Assist in the management of building maintenance, facilities management, cleaning, security, and caretaking functions</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Oversee and monitor external contractors and service providers</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Support planned preventative maintenance programmes and statutory compliance activities</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Assist with the delivery of refurbishment, maintenance and minor works projects from planning through to completion</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Monitor building-related services including mechanical, electrical, heating, lighting and water systems</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Contribute to asset management planning and service improvement initiatives</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Support health and safety compliance, including fire risk assessments, asbestos management and legionella control measures</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Produce reports, performance information and management data as required</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Supervise operational teams and contractors to ensure effective service delivery</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Participate in emergency call-out and standby arrangements when required</span></li>

<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">A Degree (Level 6 or equivalent) in a relevant discipline such as Building Services, Construction, Building Surveying, Mechanical Engineering, Electrical Engineering or similar</span></li>
</ul>

<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">A minimum of 3 years&#8217; relevant experience within an estates, facilities, construction or property-related environment</span></li>
</ul>
<p><span style="font-weight: 400;">In addition, candidates must have:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">At least 1 year&#8217;s experience in building construction, facilities management or maintenance environments, including experience in at least two of the following:</span>
<ul>
<li style="font-weight: 400;" aria-level="2"><span style="font-weight: 400;">Building construction and current building techniques</span></li>
<li style="font-weight: 400;" aria-level="2"><span style="font-weight: 400;">Planned preventative maintenance systems</span></li>
<li style="font-weight: 400;" aria-level="2"><span style="font-weight: 400;">Health and safety legislation relating to facilities management</span></li>
<li style="font-weight: 400;" aria-level="2"><span style="font-weight: 400;">Facilities contract management</span></li>
</ul>

<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">At least 1 year&#8217;s experience managing or supervising staff and contractors</span></li>
