<p>This is an excellent opportunity for an experienced Quantity Surveyor to support the delivery of building maintenance, investment programmes and minor works projects, ensuring value for money and effective commercial management across a range of contracts.</p>
<p>Key Responsibilities</p>
<ul>
<li>Provide a professional Quantity Surveying service across building maintenance and investment projects.Assist in the management of measured term, term service and minor works contracts.Prepare specifications, bills of quantities, schedules of rates and tender documentation.Evaluate tenders and quotations and assist with the procurement of contracts.Administer contracts, ensuring effective commercial management and value for money.Monitor project budgets, forecasts, cash flow and expenditure.Authorise works instructions, variations and invoices within delegated approval levels.Provide technical advice and support to management and colleagues.Support contract performance monitoring, risk management and compliance activities.Maintain accurate project records and ensure information is recorded on relevant IT systems.Liaise with contractors, consultants and internal stakeholders to support project delivery.Contribute to the delivery of high-quality services in line with organisational policies and procedures.</li>

<p>Essential Criteria Applicants must meet one of the following:</p>

<li>A Degree (or equivalent Level 6 qualification) in a Building/Construction related discipline plus at least 1 year&#8217;s relevant experience working within a Building/Construction function.</li>

<li>A BTEC Higher (or equivalent Level 5 qualification) in a Building/Construction related discipline plus at least 2 years&#8217; relevant experience working within a Building/Construction function.</li>

<p>Apple Recruitment is delighted to be recruiting for a <strong>Street Works Coordinator </strong>on behalf of a well-established and highly respected organisation based in Belfast.</p>
<p>This is an excellent opportunity for an experienced Street Works professional to join a busy Customer Services team. The successful candidate will be responsible for coordinating street works activities, managing noticing and permit applications, maintaining compliance with relevant legislation and acting as a key liaison between internal teams, contractors and<br />
external stakeholders.</p>

<p><strong>The Role</strong><br />
The Street Works Coordinator will oversee street works noticing and permit processes, ensuring all activities are completed within required timescales and in accordance with legislative requirements.</p>
<p>The successful candidate will coordinate activities across multiple stakeholders, support continuous improvement initiatives and provide leadership to a Customer Advisor within the team.</p>
<p><strong>Key Responsibilities</strong></p>
<ul>
<li>Manage all street works notices, registrations and closures within required timescales using relevant street works systems.</li>
<li>Submit and coordinate permit applications, early starts, variations, modifications and traffic management arrangements.</li>
<li>Ensure compliance with all relevant street works legislation, regulations and codes of practice.</li>
<li>Maintain accurate records and update systems in line with agreed service standards and KPIs.</li>
<li>Build and maintain strong working relationships with government departments, utility providers, contractors and other stakeholders.</li>
<li>Coordinate street works activities across internal departments and external delivery partners.</li>
<li>Line manage and support a Customer Advisor, including coaching, performance management and development planning.</li>
<li>Support the implementation of new systems, processes and operational improvements.</li>
<li>Produce management reports on street works performance and compliance.</li>
<li>Assist with the development and implementation of procedures and best practice standards.</li>
<li>Provide support and cover across other areas of Customer Services as required</li>
<li>Champion customer-focused service delivery and support vulnerability awareness initiatives.</li>
</ul>
<p><strong>Essential Criteria</strong></p>
<ul>
<li>A minimum of 5 GCSEs (or equivalent), including English and Maths at Grade C or above.</li>
<li>Minimum of 2 years&#8217; experience coordinating street works using Symology and processing permit applications through the DFI Permit Application System.</li>
<li>Sound knowledge of the legislative framework governing street works in Northern Ireland.</li>
<li>Excellent verbal and written communication skills.</li>
<li>Strong Microsoft Office skills, particularly Excel and Word.</li>
<li>Excellent organisational skills with the ability to manage multiple priorities.</li>
<li>Strong attention to detail and ability to work accurately under pressure.</li>
<li>Problem-solving skills with the ability to identify issues and implement effective solutions.</li>
<li>Ability to work in a dynamic environment and meet challenging deadlines.</li>
</ul>
<p><strong>Desirable Criteria</strong></p>
<ul>
<li>Street Works or Traffic Management qualification.</li>
<li>Experience working within utilities, infrastructure or the energy sector.</li>
<li>Experience within a planning and scheduling environment.</li>
<li>Knowledge of Aurora or similar street works management systems.</li>
<li>Previous experience coaching, supporting or supervising colleagues.</li>

<p>This role plays a key part in supporting communities, ensuring tenancies are sustained, and delivering an excellent standard of housing service. You will manage tenancy and estate matters, engage with residents and partner agencies, and help maintain safe, vibrant neighbourhoods.</p>
<p><strong>Key Responsibilities Tenancy Management &amp; Sustainment:</strong></p>
<ul>
<li>Manage tenancy commencements, transfers, and terminations</li>
<li>Support residents to sustain their tenancies through advice and early intervention.</li>
<li>Liaise with relevant agencies to assist vulnerable tenants.</li>
<li>Handle rent accounts, arrears prevention, and tenancy compliance.</li>
</ul>
<p><strong>Estate Management:</strong></p>
<p>Maintain and improve estates, working closely with maintenance and community teams.<br />
Engage with local residents and community groups to promote safety and cohesion.<br />
Manage planned maintenance schemes, ensuring effective tenant communication and liaison.<br />
Address anti-social behaviour issues and promote positive community relations.</p>
<p><strong>General Duties:</strong></p>
<ul>
<li>Provide excellent customer service, resolving queries promptly.</li>
<li>Represent the housing team at meetings and liaise with partner agencies.</li>
<li>Maintain accurate records and ensure compliance with policies and legislation.</li>
</ul>

<li>Experience in a customer-focused environment delivering high-quality service.</li>
<li>Strong problem-solving and decision-making skills.</li>

<p><strong>The Role</strong></p>
<ul>
<li>Providing Quantity Surveying Service.</li>
<li>Assisting the Contract Manager in the managing of the Estates Measured Term and Term Service Building Maintenance and Minor Works Projects</li>
<li>Managing and Procurement of service and maintenance contracts</li>
</ul>
<p><strong>Key Duties</strong></p>
<p><strong>Quantity Surveyor</strong><br />
1. To prepare or assist in the development of specifications, drawings, bills of quantities and schedule of rates to enable the invitation of tenders and quotations. Work in conjunction with the NIHE’s procurement team for the delivery of pilot schemes and to ensure that suitable contracts are in place for the delivery of the Region’s Programme. Additionally, suitable knowledge of appropriate quantity surveying software packages is required.<br />
2. To provide support on the correct interpretation of contract terms and conditions, ensuring that NIHE&#8217;s commercial risk is effectively managed, payments made reflect NIHE&#8217;s obligations under the contract, advising on contract strategies required to reduce risk and improve performance.<br />
3. To ensure the affordable delivery of the investment programme, the effective management and monitoring of budgets in respect of your function including undertaking regular benchmark reviews, forecasting, cash-flow projections<br />
and monitoring.<br />
4. To receive tenders and quotations, evaluate prices, check documents and prepare agreements and contracts. Effectively administer NIHE&#8217;s contracts to ensure that they deliver maximum value for money ensuring risk to NIHE<br />
is minimised, and a collaborative approach to delivery is established with NIHE&#8217;s Contractors.<br />
5. To assist with the regular dialogue between contractors and consultants to ensure effective progress of work. Raise appropriate certificates and instructions for issue to contractor/consultant.<br />
6. To authorise works instructions within designated approval levels ensuring correct cost centre allocation, priority and appropriateness of works description, including the approval of variations in time and cost where<br />
necessary. Authorise invoices for payment.<br />
7. To ensure all paperwork in relation to schemes is processed in a timely and effective manner ensuring information entered on the relevant IT system is accurate to enable effective performance monitoring.<br />
8. To provide technical advice to management and other members of the NIHE’s staff.<br />
9. To provide support in the development and implementation of risk mitigation for non-compliance issues and ensure these are actioned / mitigated / escalated in a timely manner to the Project Manager or Senior Project Manager. Inclusive of maintaining a risk register where required.<br />
10. To effectively contribute towards stock and option appraisal of stock in your region including any regeneration initiatives.<br />
11. To ensure the effective commercial management of NIHE’s investment and landlord compliance contracts, setting and delivering performance standards, the pro-active monitoring of progress, the effective resolution of issues, and<br />
the delivery of value for NIHE’s customers.<br />
12. To contribute to the effective delivery of a Quality Service through the formulation, review and proper implementation of policies and procedures.<br />
13. To comply with the requirements of the Data Protection, Equal Opportunities and Equality Legislation.<br />
14. To participate on forums / working groups / committees / tenants consultation as required.<br />
15. To engage in benchmarking in and outside the sector to ensure NIHE are following best practice in asset management.<br />
16. To be aware and act in accordance with the NIHE’s Health &amp; Safety policy and to conduct all activities in a manner which is safe to yourself and others.<br />
17. To undertake other occasional duties which are consistent with the responsibilities of the post.<br />
18. To be responsible for establishing a pro-active approach to the management of health, safety and welfare and encouraging a positive team culture for addressing health and safety issues.<br />
19. To provide accurate, up to date and concise information for internal and external audits as and when required.<br />
20. To undertake and complete such training as required to perform the duties of the job. Ensure by working collaboratively across the NIHE a programme of training is delivered, to ensure that staff has the required capacity and<br />
capability to deliver its obligations.<br />
21. To supervise, manage and participate in the recruitment, selection and induction of staff where appropriate.<br />
22. To ensure compliance with all human resource related policies and procedures.<br />
23. To contribute to the composition of the Corporate Strategy and work to achieve the NIHE’s strategic objectives in accordance with the Corporate<br />
24. To interpret and implement changes in legislation relating to the Units’ areas of operation and updating policies and procedures.<br />
25. To promote and represent the NIHE and its interests with relevant outside bodies including attendance at meetings, seminars and conferences to seek to extend links with all appropriate bodies</p>
