<h2><b>Key Responsibilities</b></h2>
<h3><b>Project Coordination</b></h3>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Support the delivery of strategic projects across the organisation, ensuring work progresses within agreed scope, timescales and budgets.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Maintain project plans, action logs, trackers and progress reports.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Apply project delivery methodologies, including Agile and Waterfall, where appropriate.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Coordinate project meetings, including agenda preparation, minute taking and action tracking.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Produce and maintain project dashboards and management reporting.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Prepare briefing papers, reports and presentations for senior stakeholders.</span></li>

<h3><b>Compliance &amp; Governance</b></h3>

<h3><b>Systems &amp; Technology</b></h3>

<h2><b>Essential Criteria</b></h2>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Educated to </span><b>A Level standard (or equivalent)</b><span style="font-weight: 400;">.</span></li>
<li style="font-weight: 400;" aria-level="1"><b>Minimum of 3 years&#8217; relevant professional experience</b><span style="font-weight: 400;"> within compliance and/or project delivery/management.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Minimum </span><b>3 years&#8217; experience</b><span style="font-weight: 400;"> in project coordination, compliance, governance, risk, regulatory affairs or a similar role.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Experience managing documentation, records and reporting across multiple concurrent workstreams.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Experience supporting internal audits, evidence gathering or compliance assurance activities.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Strong organisational and administrative skills with the ability to manage competing priorities and meet deadlines.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Excellent written and verbal communication skills.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Confident using the </span><b>Microsoft 365 Suite</b><span style="font-weight: 400;">, including Excel, Word, PowerPoint, SharePoint and Teams.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Ability to analyse data accurately and produce clear management reports.</span></li>

<p>On behalf of our client, we are delighted to be recruiting for a Project Manager to join the AM Project Delivery Management team at the Belfast Office. This temporary role offers an excellent opportunity to manage design and build contracts and deliver planned works programmes in line with NEC Term Service Contracts.</p>
<p><strong>Essential Criteria:</strong></p>
<ul>
<li>1. (i) A Bachelor’s Degree (or equivalent level 6 qualification) in Quantity Surveying or in another relevant<br />
Building/Construction Discipline PLUS at least 2 years’ relevant experience working within a Building/Construction function<br />
OR<br />
(ii) A BTEC Higher National Certificate/Diploma (or equivalent Level 5 qualification) in Quantity Surveying or in another relevant Technical/Construction related discipline PLUS at least 3 years’<br />
relevant experience working within a Building/Construction function</li>
</ul>
<ol>
<li>Can demonstrate significant experience in <b><u>3 of the following 5 areas</u></b>:</li>
</ol>
<p>Effectively controlling expenditure and ensuring projects are managed in line with budget for NEC maintenance contracts (or similar construction contract, such as JCT, FIDIC, etc)</p>
<p>Ensuring projects/works are effectively managed and delivered in line with agreed targets, standards and procedures and that stakeholders are engaged throughout</p>
<p>Delivering against key performance indicators and contributing to performance reports</p>
<p>The collection, analysis and reporting of performance monitoring statistics detailing performance, quality and cost data and related information if required, within construction and/or maintenance contracts</p>
<p>The provision of technical construction related advice and guidance on maintenance contract related matters to a range of stakeholders</p>
<p>Demonstrate an understanding of NEC 3 or NEC 4 Suite of Contract and their application in project management (<i>To be assessed at interview</i>)</p>
<p>Demonstrate an understanding of good governance with respect to project management (<i>To be assessed at interview</i>)</p>
<p>Can demonstrate (<i>To be assessed at interview</i>): Excellent planning and organisational skills Strong interpersonal and influencing skills Strong customer orientation</p>
<p>Candidates may also be assessed against the relevant section of the Housing Executive’s Behavioural Framework.</p>
<p>Candidates must possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full</p>
<p><strong>Key Responsibilities:</strong></p>
<p>Project manage design and build contracts in accordance with NEC Term Service Contracts.</p>
<p>Deliver planned works programmes within agreed timeframes.</p>
<p>Administer contracts and maintain accurate project documentation.</p>
<p>Liaise with contractors, stakeholders, and internal teams.</p>
<p>Ensure compliance with health &amp; safety standards and Trust policies.</p>
<ol>
<li>To ensure the planned maintenance service is delivered in accordance with the NIHE’s policies and procedures and develop these further on an on-going basis to ensure that legislation and good practice are met.</li>
<li>To lead on project management of complex and large projects to time, quality and budget targets and with minimum supervision.</li>
<li>To brief consultants and contractors, negotiate appointments and shape the project.</li>
<li>To be a strong professional client with clear requirements and able to lead a team to work together to achieve goals.</li>
<li>To draw up realistic timetables and ensure projects meet time targets without compromising quality.</li>
<li>To carry out feasibilities and option appraisals and maintain systems to monitor project costs.</li>
<li>To prepare reports and spreadsheets showing how costs are apportioned.</li>
<li>To assess risks and progress schemes swiftly and systematically to overcome risks.</li>
<li>To prepare and write reports on schemes for Development Panel, Operations Committee and other internal approval panels.</li>
<li>To ensure schemes are developed in accordance with agreed internal procedures, Tenants Services Authority requirements and the Association’s Project Procedures Manual and design brief, and ensure full compliance with the Association’s Standing Orders and financial procedures.</li>
<li>To ensure consultation of all stakeholders including local authority representatives, tenants, staff representing the client, community representatives, etc.</li>
<li>To ensure that all documents are handed over at handover of scheme that defects are handled diligently and all post contract approvals are agreed.</li>
<li>To lead on agreed aspects of the programme.</li>
<li>To ensure that programmes are delivered as agreed.</li>
<li>To provide regular progress reports on the performance of schemes to the Senior Project Manager.</li>
<li>To attend regular internal monitoring meetings to report of progress on programme delivery.</li>
<li>To lead liaison with Housing Management for Reinvestment, ensuring good and effective communication.</li>
<li>To develop and maintain good relationships with internal and external clients.</li>
<li>To initiate and maintain good relations with contractors and consultants.</li>
<li>To ensure consultants and contractors have been approved and maintain relevant records.</li>
<li>To carry out reviews and audits of schemes, including providing component data to the Asset Strategy Team.</li>
<li>To ensure planned maintenance performance and quality is maintained to a high level and that all targets and key performance indicators are achieved.</li>
<li>To authorise works instructions within designated approval levels ensuring correct cost centre allocation, priority and appropriateness of works description, including the approval of variations in time and cost where necessary.</li>
<li>Authorise invoices for payment.</li>
<li>To ensure all paperwork in relation to Planned Maintenance is processed in a timely and effective manner ensuring information entered on the relevant IT system is accurate to enable effective performance monitoring.</li>
<li>To produce, record and monitor performance reports to ensure Key Performance Indicators are achieved.</li>
<li>To collate and report monthly performance monitoring statistics detailing performance, quality and cost data and other information as required by the Senior Project Manager.</li>
<li>To provide technical advice to all members of the NIHE’s staff and tenants.</li>
<li>To monitor and manage complaints resolving issues and highlighting trends where evident.</li>
<li>To co-ordinate and manage the NHIE’s Planned Maintenance contractors and consultants ensuring high performance and excellent value for money are achieved at all times.</li>
<li>To identify risks, helping maintain a risk register and mitigating risk.</li>
</ol>
